About Shuford Planning Services 


Shuford Planning Services was created in mid-2007 by Scott Shuford to provide a wide range of urban planning services to both local governments and the private sector. 

Mr. Shuford is a member of the American Institute of Certified Planners (AICP) and has over 25 years of experience in local government planning in the southeastern United States.  He has held senior planning and management positions in:

  • Asheville, NC
  • St. Petersburg, FL
  • Clearwater, FL
  • Wilmington, NC
  • Carolina Beach, NC
  • Brevard County, FL

 Current Clients/Projects include:

NOAA/NCDC/UNCA - Mr. Shuford is assisting the National Oceanic and Atmospheric Administration's National Climatic Data Center and the University of North Carolina at Asheville in creating a handbook on climate change for urban and rural area planners. 

City of Asheville - Shuford Planning Services has completed the following projects for the City of Asheville, NC.  Reference:  Assistant City Manager Jeff Richardson; jrichardson@ashevillenc.gov; 828-259-5621.

  • An update to the City's Standards and Specifications Manual.
  • A Facilities Assessment Report to evaluate future space needs for City operations in order to facilitate conversion of City-owned land to higher value private sector uses.

Town of Jamestown, NC - Shuford Planning Services is teaming with GreenPlan, Inc. to produce a new Unified Development Ordinance for the Town. 

Town of Woodfin - Shuford Planning Services and GreenPlan, Inc. are preparing a comprehensive plan for the Town.

Private Sector Clients - Shuford Planning Services provides consulting services to a number of development firms, advising them on development approval strategies and public-private partnerships.  This work includes several urban village projects, a major downtown mixed use project, and various infill developments.
